Introduction:

Vacancy exists for a role of Specialist Procurement, within Supply Chain Department reporting to the Manager: Manager Supply Chain. The primary purpose of the role is Manage the procurement function by implementing the procurement strategy, best practices purchasing policies and processes to aid and improve business performance and deliver best value and business savings. Review and negotiate purchasing agreements, maintain and manage supplier relationships.


Key Performance Areas:

  • Monitor compliance of all direct subordinates and contractors with the safety plan and set standards by investigating accidents and incidents and recommending corrective or remedial measures.
  • Ensure that all subordinates adhere to their personal safety plans, maintain change houses and ablution blocks, and ensure that safety representatives conduct one planned task observation per week.
  • Act as a legally appointed official to assist in enforcing compliance with applicable regulations and execute all lawful duties under the Labour Act and its Regulations relating to the health and safety of employees within the area of responsibility.
  • Manage, coach, and develop a high-performing procurement team by agreeing on annual objectives and ensuring the delivery of best-practice, value-adding, and continuous improvement initiatives.
  • Set departmental objectives and KPIs and review and assess the ongoing performance of direct reports.
  • Supervise subordinates and ensure that tasks are completed according to established plans, with clear priorities defined to ensure production continuity.
  • Identify training needs and coordinate training programmes and development plans for subordinates in conjunction with the Training and Organisational Development sections.
  • Manage the entire procurement process by strategizing and negotiating with suppliers and vendors to secure cost-effective deals and reduce procurement expenses.
  • Ensure procurement policies and processes are in place to meet business objectives and operational requirements in terms of price, quality, and delivery targets.
  • Review tender adjudication sheets prepared by the procurement team for accuracy prior to final presentation to the Tender Board and address any deviations with the team.
  • Enforce compliance with Rössing procurement processes and conduct regular checks on ordering processes to ensure Procurement Advisors follow due diligence requirements.
  • Manage supplier relationships and ensure suppliers have a clear understanding of business requirements through regular feedback and information-sharing sessions.
  • Negotiate and manage contract terms with suppliers to ensure value for money, quality standards, and delivery requirements, incorporating technical and operational input from key stakeholders.
  • Monitor procurement expenditure monthly and conduct quarterly reviews, including the reallocation of funds between budget allocations where required.
  • Identify cost-effective deals and suppliers, contribute to new business initiatives and projects, and assess and communicate the impact of such initiatives on purchasing activities.
  • Stay current with changes affecting the supply and demand of required products and materials and advise key stakeholders of potential impacts.

Requirements and experience:

  • Bachelor’s degree at NQF Level 7 in Supply Chain Management or an equivalent qualification in a related field, with seven (7) years’ relevant experience in a cross-functional procurement environment, including at least three (3) years at supervisory or specialised level in a mining or industrial environment.
  • Alternatively, a three (3)-year National Diploma at NQF Level 6 in Supply Chain Management or an equivalent qualification in a related field, with ten (10) years’ relevant cross-functional procurement experience, including at least five (5) years at supervisory level.
  • A Police Certificate of Conduct not older than six months is required. A criminal record will not automatically disqualify candidates.
  • Valid B (Code 08) Driver’s Licence.

  • Working knowledge of SAP Materials Management (MM).
  • Problem-Solving and Decision-Making: Ability to make informed decisions under pressure while considering safety, efficiency, and production objectives.
  • Communication Skills: Excellent verbal and written communication skills to convey instructions, expectations, and updates clearly.
  • Time Management and Planning: Effective time management and planning skills to manage multiple tasks, meet deadlines, and ensure smooth operations.
  • Collaboration and Interpersonal Skills: Ability to work closely with departments such as geology, mining operations, and maintenance to coordinate activities and achieve common objectives.
  • Adaptability and Flexibility: Openness to change and the ability to adapt to evolving situations, processes, and technologies.
  • Safety Focus: Strong commitment to safety as a top priority, including adherence to safety protocols and the ability to foster a safety-conscious culture within the team.
  • Continuous Improvement Mindset: Willingness to identify opportunities for process optimisation, efficiency improvements, and enhanced overall performance.
  • Analytical and Critical Thinking: Ability to analyse complex data, evaluate trends, and make data-driven decisions.
  • Conflict Resolution: Ability to address conflicts and disagreements within the team professionally and effectively.
