PRIMARY PURPOSE OF THIS POSITION:

The position provides a strategic HC business partnership to business and enables business in all areas of Bank Windhoek. The Manager: HCBPs will act in direct partnership with line management and EMTs to maximise performance and potential and lead a team of HCBPs in their support to assigned branches and support service departments through advice on people management issues and organisational solutions. Works with Group Centre of Expertise (CoE) namely subsections namely Culture and Citizenship, Employment Relations; People Development, Recruitment and Shared Services to ensure each client groups receive the required/agreed service levels and work in consultation with specialists to provide appropriate and effective HC solutions to business challenges.


KEY PERFORMANCE AREAS (KPA’s):

1. Strategic HC Business partnering

  • Provides strategic HC business partnership to line management and EMTs in a fast moving, complex, and developing environment.
  • Uses business acumen/perspective to translate business strategy into a clear people agenda within the direction set by the bank and the overall HC function for a business with multiple core businesses.
  • Translates people strategy into specific actions for all departments and branches.
  • Actively helps the Executive Officer: Human Resources build the effectiveness of the HC team and develop accordingly.
  • Focus on strategic business issues regarding growth and competitiveness and taking a big picture perspective regarding organizational priorities and goals.
  • Ensures an understanding of business needs and objectives by reviewing business plans and engaging with management and team.
  • Ensure agreed objectives are met within agreed times by reviewing the HC plan and by consulting with business.
  • Anticipates and plans for the medium-longer-term and adapts short-term HC tactics to advance the medium and longer-term aims.

2. Managed stakeholder relationships

  • Serves as exemplary coach or sounding board to EMTs and other senior managers/leaders across all functions of the bank and CIH Group entities.
  • Operates as the relationship manager for client base and is responsible for brokering CoE, ER, Recruitment, People Development, and Shared Services to execute people strategies.
  • Owns the relationships with line management and EMTs as a trusted advisor.
  • Operates as the centralized business partner for the Retail Banking Services division and consolidates the output of the Business Partners that support different regions.
  • Builds long-term, trusting relationships with management across the bank, CIH Group entities, and HC colleagues.
  • Manages external networks and is well connected in appropriate bodies to shape the external perception of the bank and attract top talent.
  • Continuously identifies unique HC business requirements and diagnoses possible people management challenges.
  • Translates business needs into performance requirements by proactively delivering HC solutions and “people strategies” through effective collaboration and consultation.
  • Establishes and maintains effective working relationships with stakeholders through preemptive HC solutions and strategies that address business concerns.
  • Serves as an active member of the management team across all business areas and is able to influence and challenge others at this level.
  • Effectively collaborates and partners with CoEs to design and deliver HC solutions that meet business needs.
  • Collaborates with CoE to ensure policies and programs are adhered to within the business.

3. Leading HC Business Partners

  • Ensures HCBPs have appropriate people plans, capability, and resources to deliver the plans.
  • Fulfills a coaching and mentoring role for the HCBPs and line management by building on the significance of human resources in the organization.
  • Leads a team of HCBPs, raising standards in the function and continually improving HC delivery and team capability.
  • Manages performance of staff through performance agreements, setting clear KPIs, agreeing on goals and objectives, providing feedback, and recognizing achievements.
  • Mentors and coaches staff on identified performance gaps across the HC value chain.
  • Motivates staff to perform and contribute to business success by creating a teamwork environment, engaging with staff, and encouraging participation in decision-making.
  • Maintains a high-performing team and ensures an environment for optimal performance through talent conversations and talent retention programs.
  • Sets out the direction of team capability regularly for support service departments, branches, and other CIH Group entities.

4. Managed Human Capital Processes

4.1 Recruitment and Selection

  • Implements and manages recruitment, selection, and talent management strategy for optimal sourcing of the right people in the right positions.
  • Maintains SLA with the recruitment team.
  • Promotes the company’s image as the employer of choice in the labor market.
  • Provides Line Management with continuous up-skilling and training on Recruitment and Selection.
  • Leads recruitment process for senior management in the bank and CIH Group entities.

4.2 Promotions

  • Manages promotions at various career levels up to senior management to reflect competence, diversity, and comparability across Bank Windhoek and CIH Group Entities.

4.3 Reward and Remuneration

  • Supports the Rewards & Remuneration Manager with salary review process up to and including senior management.
  • Ensures salary review reflects consistency across all departments, branches, and entities.

4.4 Performance Management

  • Ensures adherence to performance management system and process by providing training and process tools.
  • Monitors performance trends and identifies areas for improvement.

4.5 Talent Management and Succession Planning

  • Works with line management to identify and develop talent and plan succession.
  • Advises Line Management on creating a conducive environment for talent attraction and retention.

4.6 Employment Relations

  • Ensures compliance to all labor practices, procedures, and policies.

4.7 Transformation and Change Management

  • Identifies change opportunities and guides Line Management through the change process.

4.8 Diversity Management

  • Ensures effective implementation of employment equity targets and objectives.

4.9 Training and People Development

  • Monitors career development and succession plans.
  • Advises Line Management on skills gap analysis for staff.

4.10 Risk Management

  • Ensures compliance and addresses operational risks and statutory requirements for the business unit.

4.11 HC Projects/initiatives

  • Partners in implementing strategic HC plan, projects, and initiatives for positive value to the organization and employees.

4. 12 HC Operational Functions

  • Analyzes people trends and identifies improvement opportunities for business areas.
  • Executes the business/function people agenda with effective solutions.

5. Budgeting and Cost Management

  • Manages team costs and meets strategic targets by monitoring and tracking progress.

6. General

  • Performs other tasks as assigned, ensuring duties are completed accurately and on time.

Qualification & Expereince:

  • Post graduate degree: Master’s degree in human resources/ Industrial Psychology.
  • Further Qualification in ER/HCD will be an advantage
  • 5-8 years’ experience in HC management with at least 4 years at management level
  • Prior experience in project management would be an added advantage
